Hong Kong’s very first Five-Year Plan plays it safe.
It checks the boxes to further Hong Kong as an international financial center, but leaves our exciting frontier untouched: turning Hong Kong into a global capital engine for impact finance and cross-border philanthropy.
Consider the macro reality: traditional Western development aid is drying up. At the same time, the regional orbit Hong Kong operates within—shaped by the Belt & Road and China’s broader framework of a Global Community of Shared Future—is actively shifting focus: moving beyond pure mega-infrastructure toward community resilience, healthcare, and sustainable livelihoods.
This creates a massive financing vacuum across emerging Asia and the wider Global South.
As Chief Secretary Chan Kwok-ki noted at the Philanthropy for Better Cities Forum, Hong Kong is uniquely placed “to deploy global capital for the greater good.”
And the runway is undeniable:
- We sit on a US$5.8T Asia-Pacific wealth handover, with 3,300+ single-family offices—over half led by next-gen principals.
- Capital is hunting for regional pipeline: 1 in 2 global impact investors plan to increase allocations to Southeast Asia, while two-thirds of Asia-focused funds are targeting East Asia.
The money is here. The regional demand is obvious, and impact is increasingly the differentiator attracting next-gen wealth to an International Asset and Wealth Management Centre.
What’s missing is the connective market infrastructure:
- Discovery: Verified, cross-border deal flow across emerging Asia and Belt & Road corridors.
- Trust: Ground-level diligence to weed out greenwashing and fraud in unfamiliar jurisdictions.
- Commitment: Practical vehicles and deployment mechanisms that turn summit panels into deployed capital.
If policy roadmaps move incrementally, we shouldn’t just wait around for a whitepaper.
To peers across family offices, philanthropy, impact investing, and policy:
- What is the single biggest bottleneck stopping your capital from flowing into regional impact deals via Hong Kong tomorrow?
- What practitioner-led infrastructure should we build ourselves?
Looking forward to hearing your thoughts!
